0 2 hours ago Full Job Description Duties Assist with the proposal, development, communication, implementation, and enforcement of organizational and court-wide policies and programs.
Interpret and apply the appropriate statutes, rules, and operational procedures, including the Guide to Judiciary Policy and local internal controls.
Support the Clerk of Court with devising and executing strategic and long-term plans and goals for the Clerk's Office and the court.
Oversee the development of the budget and financial plan of the Court.
Supervise the Information Technology team and work directly with the IT Director to determine present and future automation needs, anticipating trends in emerging technologies, and assist in developing long and short-term plans, synthesizing court needs with available technology and maximizing efficiency through improvements to existing automated systems.
Direct policies and practices to secure staff and physical assets of the court unit, which may include oversight of property management, training, emergency preparedness and COOP disaster recovery activities, space and facilities planning and acquiring additional resources as needed.
Provide leadership, management, and direct supervision within assigned functional areas.
Mentor and develop staff to maximize their potential and encourage continuous growth.
Coordinate staff efforts, monitor and ensure timely compliance with project deadline, and evaluate and memorialize lessons learned during major projects and security and/or emergency operations.
Serve as a certifying officer payroll and disbursement of funds including payments of appropriated funds, under the direction of the Clerk.
Attend and support various judges committee meetings as needed, such as the security and IT committees.
Responsibilities include the preparation of agendas, meeting materials and minutes.
Represents the Clerk of Court at designated meetings.
Prepare comprehensive memoranda, reports, correspondence, and presentations; and propose and draft policies and procedures.
Prepare performance management appraisals for direct reports, coordinate staff efforts, monitor and ensure compliance with project deadlines, assist and advise during major projects, security concerns and/or emergency operations.
Create and maintain an office environment of civility, mutual respect, and professionalism throughout the District Clerk's Office.
Assume the duties of the Clerk of Court in their absence and perform other duties as assigned by the Clerk of Court.

Qualifications Proven experience managing budget, finance, procurement, space and facilities, strategic planning or project management functions.
Excellent interpersonal skills and the ability to handle personnel matters with tact, directness, fairness and sensitivity.
Thorough understanding of using and implementing automated financial and procurement systems.
Ability to lead with vision and integrity, articulate priorities, develop staff, and drive organizational excellence.
Excellent oral and written communication skills.

Experience in proposing and implementing innovative solutions to facilitate organizational change.

General
Experience:
Progressively responsible administrative, professional, investigative, technical, or other responsible work which provided an opportunity to gain:
a) a general knowledge of management practices and administrative processes, b) skill in dealing with others in person-to-person work relationships, and c) the ability to exercise mature judgment.
Specialized
Experience:
Progressively responsible experience in administrative, supervisory, managerial, or professional work that provided an opportunity to acquire a thorough knowledge of the basic concepts, principles, policies, and theories of management.
Experience as a judge, attorney or law clerk does not qualify as specialized experience.
Preferred:
Senior executive-level experience in a federal or state court.
Post graduate degree in public, business or judicial administration from an accredited college or university.
Experience in the federal court environment is advantageous, particularly when combined with a working knowledge of JIFMS, ICE, JMS and CM/ECF.
Knowledge of and progressively responsible experience in court or legal management, most importantly with expertise in finance, budget, procurement, jury, information technology, and/or space and facilities.
Demonstrated excellence in written and oral communications and strong interpersonal and analytical skills are essential.
Possession of strong leadership qualities and initiative as well as the ability to manage change and articulate management priorities.
Ability to identify and resolve problems, work effectively with both individuals and teams, and interact courteously and professionally with high-level officials.
Ability to balance the demands of varying workload responsibilities and time sensitive deadlines.
Education A bachelor's degree from an accredited college or university in public administration, business, information technology, or a related field with a minimum of six years of progressively responsible experience, three of which qualify as general experience and three of which qualify as specialized experience.
