Summary:
The Program Manager (PM) plans, directs, and coordinates cost, schedule, risk, and technical management of all IT support and services, functions, and tasks in accordance with NPR 7120.7, _NASA Information Technology and Institutional Infrastructure Program and Project Management Requirements_.
Essential Duties and
Responsibilities:

_Prepare and submit monthly reports of project plans, status, and schedules in accordance with DRD 1292MA-008. _
_Prepare and conduct monthly program management reviews including presentation and discussion of program priorities, project statuses, significant accomplishments, risk management, and problem areas._
_Track official communications with the COR such as technical direction, requests for information, and transmittals, and provide status concerning all such communications in accordance with DRD 1292MA-008._
_Track monthly export control activities and report in accordance with DRD 1292MA-007._
_Monitor cost to ensure projects are within allocated funding._
_Responsible for the support of GSFC/ITCD in the analysis, planning, development and execution of projects. _
_ The PM shall provide IT planning and scheduling support in the development, completion and maintenance of project management activities and artifacts; and shall utilize best project management industry best practices (e.g. Project Management Institute (PMI)) and NASA standards and procedures NPR 7120.5, 7150.2, 7123.1, and 7120.7 to:_
_Provide support to ITCD, Code 740 Project Management Office (PMO) in implementing the IT Program Integration and Management Division (PIMD) Business Plan to further plan the development and execution of ITCD's PMO._
_Ensure cost and schedule efficiency to minimize programmatic risks._
_Ensure project management practices are used in the performance of work including development of project management plans, schedules, baselines and disciplined change control processes, to ensure performance reporting is accurate and up to date._

Required Skills
Qualifications - Experience, Education and Licensure:

Master's Degree (preferred) in Management, Business, Engineering, or other related field
Direct NASA PM IT experience strongly preferred.
Industry recognized certification in Program Management such as PMP

Experience:
15 years of Project Management experience
10 years of direct working experience on contracts of similar size and scope, preferably with NASA Goddard
Excellent oral, written, and electronic communication skills to include proficiency with common business software packages. Strong leadership, communication and motivational skills; ability to create a positive and productive work environment
Ability to lead a team under tight deadlines with changing or competing priorities
Ability to identify technical issues early, develop mitigation plans and communicate potential impacts and alternate course of action impacts to the customer
A strong background in leadership, innovation and problem solving in changing situations
Demonstrated experience with: Contract negotiations, modifications, and other related contractual requirements, Personnel performance, program related activities, requirements, concerns and other support issues
Experience in daily Program Management Office tasks such as budgeting, planning and preparation of reports and proposals
Ensure all contract personnel adhere to NGA policies, instructions, and processes
Must have strong experience in team building and personnel development
Knowledge, Skills and Abilities:
In-depth knowledge of the NGA, role, and functions.
Must possess highly developed interpersonal, analytical and communication (written and verbal) skills and demonstrate the ability to manage in a diverse and dynamic environment with short-notice tasking under high pressure situations.
Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and resources.
Knowledge of principles and processes for providing customer and personal services. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
Knowledge of principles and procedures for personnel recruitment, selection, training, compensation and benefits, labor relations and negotiation, and personnel information systems.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
